AI Summit for Legal Aid Innovation in Delaware
Presenters

Dave Pantzer serves as the Deputy Director and Chief Program Officer of Maryland Legal Services Corporation. He is a member of the board of the National Association of IOLTA Programs and a member of the IAALS Above the Line Network Advisory Committee. He previously served as director of education, outreach and technology at the Pro Bono Resource Center of Maryland and managed the Maryland People’s Law Library statewide legal information website. He has been a civil litigator with Simms, Showers LLP; a chair of the Maryland State Bar Association Section on Delivery of Legal Services; and a member of the legal studies faculty at Towson University.

Russ Bloomquist leads innovation and automation initiatives at Maryland Legal Aid, where he leverages over 25 years of experience in software development and design. His work centers on closing the justice gap through technology, with a focus on ethical AI integration, data-driven efficiency, and scalable, open-source solutions. Russ is a passionate advocate for using generative AI to increase capacity across legal aid organizations and improve outcomes for vulnerable communities.

Lee Sampson brings together his love of technology and the law by managing the People’s Law Library legal information website at the Maryland Thurgood Marshall State Law Library. He also serves as the Co-Chair of the Maryland State Bar Association’s AI and Legal Technology Task Force and the Maryland Judiciary’s Artificial Intelligence Workgroup. Leland’s work strives to close the justice gap with the responsible use of AI tools and often shares these insights with fellow lawyers and law librarians.
